If you are buying a home make sure you ask to see the Home Information Pack (HIP)

Since 14 December 2007 every home put on the market, no matter what size, must have a Home Information Pack. It brings together valuable information at the start of the process - such as a sale statement, local searches and evidence of title - which could save you money, time and stress. The Pack also includes an Energy Performance Certificate that contains advice on how to cut CO2 emissions and fuel bills.

Make sure the estate agent provides you with the Home Information Pack

Hips provide key information needed by buyers and sellers at the very start of the home-buying process, making transactions more efficient and less likely to fall through between offer and exchand. HIP documents give consumers a clear, up front picture of what they are buying and selling.


The Home Information Pack  must contain the following, which must be no more than three months old when the property is first marketed:
  • Index
  • Energy Performance Certificate ( EPC   )
  • Sale Statement
  • Title documents for the property
  • Local Authority and drainage searches

If the property is leasehold or commonhold, then the HIP must also include the following:

  • Copy of lease
  • Building insurance policy
  • Contact details for the landlord or management and any legal details
  • Regulations that apply
  • Recent service charge receipts and accounts

For a transitional period sellers can market their homes without searches or leasehold documents as long as the Home Information Pack contains evidence that they have been commissioned and will be included as soon as practicable but within 28 days.

The HIP may also contain some or all of these authorised documents:

  • Home Condition Report
  • Two sellers questionnaire forms called Home Use Form and Home Contents Form
  • Legal summary
  • Other searches such as a mining search


  Energy Performance Certificate

ENCO2 can arrange for  a local  Domestic Energy   Assessor  ( DEA ) to complete an energy survey on your home, this involves taking measurements and some photographs. The DEA will check the boiler, loft and wall insulation, lighting, windows and the building fabric. Any energy saving measures that have been implemented are noted. An Energy Performance Certificate is then produced which will form part of the Home Information Pack. The property will be awarded an energy efficiency rating, similar to that  of a fridge/freezer  (A – G). The higher the rating, the more energy efficient the home is and the lower the fuel bills will be. The EPC will also suggest energy efficiency improvements which, if followed  could save hundreds of pounds every year in energy costs and reduce CO2 emmisions. All data collected is covered under the Data Protection Act 1998.
